Aloha Hawaii County Council Members,
For the following reasons and many more not listed I urge you not
vote to implement Bill 304 IMPACT FEES.
HAWAII HAS THE HIGHEST COST OF HOUSING IN THE NATION BY FAR! ( See
Home Listing Prices page attached. )
If your goal is to maintain that number ONE rating as costliest
housing in the nation you should support Bill 304 and Bill 270 as
written. BUT SHOULDN'T YOU DO EVERYTHING YOU CAN TO LOWER HOUSING
COSTS?
IS IT FAIR TO IMPACT THE WEALTHIEST AND LEAST WEALTHIEST HAWAII ISLAND
COMMUNITIES WITH THE SAME IMPACT FEE? ( See wealthiest listing page
attached. )
There is a significant difference in the AVERAGE HOUSEHOLD INCOME
between the wealthiest Waimea and the least wealthiest Naalehu. OVER
DOUBLE. Yet they will pay the same impact fee! The IMPACT from the
IMPACT FEE will be much greater in the Kau region than the Kohala
region.
BILL 304 AND BILL 270 AS WRITTEN WILL ADD SIGNIFICANT COSTS TO BUILDING!
With a depressed building economy and significant building industry
unemployment, is it prudent to increase building costs to further
depress building?
PER SQUARE FOOT COSTS ARE NOT EQUITABLE!
Up to 1000 square feet ( housing for the less wealthy )
$4,471. divided by 1000 ft sq = $4.47/ ft sq
Over 3500 square feet ( housing for the more wealthy )
$7026.00 divided by 3500 ft sq = $2.01/ ft sq
Does it make sense to tax those that can afford it less at a rate of
over double per square foot?
Instead of raising the costs of living on Hawaii Island it would be 4p.lh
more prudent to seek ways to lower those costs. Could the budget b -omm•

mined to find monies for needed projected infrastructure and to Ref. 7o: 2011 utilize less costly designs? Ref. Dot:, SEP 21
I urge you to vote no on Bill 304.
