Dominic Yagong Chairperson & Presiding Officer County of Hawai'i Hawai'i County Building 25 Aupuni Street Hilo, Hawai'i 96720 Re: Bill 304 (draft 3) —Hearing Date: Sept. 21, 2011, 9:00 a.m. Dear Chair Yagong and Members: As we are well aware, the economy in the State of Hawaii, including Hawai'i County, has remained stagnant for several years. For this reason, govenunent must make every effort to spur our economy. In our opinion, impact fees on development and construction would have the opposite effect of inhibiting investments that would be necessary to enable such development and construction to commence. History shows that a healthy construction industry will spur the overall economy of the state. Wages earned by construction employees will circulate into other segments of our economy to create a multiplier effect. Restaurants, car dealers, shopping malls, supermarkets, and drugstores will be the beneficiaries of spending by construction workers. In addition, county and state governments will benefit from the increase in tax revenues. Lastly, it is clear that most of our hard - working citizens are not able to reach their dreams of purchasing homes for their families. Government should encourage the constriction of affordable homes for our people. Impact fees to be imposed on the construction of affordable homes would have the opposite effect and hurt our people. Based on the above, the Ironworkers Stabilization Fund opposes the passage of Bill 304. Please consider our thoughts in your deliberations on this measure. Sincerely, T.
