Why are we coming to you again for a Charter amendment? Because we believe the voice of the people should prevail when it comes to something as important as land use. 2% of property taxes is really a very small amount, but it appears that nothing less than a Charter amendment will ensure that politicians do even this much to prevent development agreements that benefit a few while destroying open spaces forever. Only a Charter amendment will ensure that funds be deposited at budget time, that neither the Council nor the Mayor can use political expediency to change the amount or suspend the fund completely, and most importantly, that Hawaii Island is eligible for matching funds. Surely you agree that the properties in the list compiled from the Public Access and Open Space Commission's recommended list are worth purchasing. Please vote in favor of Bill 87.
