Councilman Chair Yagong & Members of the County Council
County of Hawaii
Re: Hualalai Partners of Kona, LLC Bill 327 & Bill 328
Plc
Dear Councilman Yagong & Members of the County Council:
I write this testimony in support of the Hualalai Partners of Kona proposed
project. Below are my major comments why I support this project:
1. The project is located in an area designated by both the State and the
County for growth. If we don't allow growth to take place in areas
designate as such, then what type of message are we sending of where
we want future growth to occur? In the years past, the major problem
with growth in Kona, has been the random spot zoning of projects away
from our urban and suburban areas. This has resulted in increased traffic
on our major roadways, workers living too far away from their places of
employment and the general appearance of suburban sprawl in our rural
areas.
2. The project is contiguous to existing developments similar in character
and use. Directly to the south is Pualani Estates, a single family
residential neighborhood with some lots between 6,000 to 7,000 square
feet. It makes sense to locate future projects close to existing development
to mitigate the impact of suburban sprawl and to provide for a much
more efficient utilization of our urban land.
3. The project provides new inter - connecting streets to the adjacent parcels
that will help with the intent of the Kona Community Development Plan
to provide for a networking of streets. A networking of streets provides
for a more efficient means of moving traffic by providing motorist with
options on how they can go to a destination. One of the major
contributions to our traffic problems in West Hawaii is a lack of
interconnecting streets.
4. The project will assist in providing employment for our local workers. In
this time, when so many are without jobs and losing their homes, how
can we not find ways to help with this situation especially with the
prospect of our economic picture expected to continue for many years?
I respectfully submit this testimony and I appreciate your consideration of
my comments contained herein.
Sincerely,
Michael J. Riehm, A.I.A.
