Dear Council,
This new building code is totally absurd. It's not practical for us on the Big Island. We don't have
tornadoes that require "safe rooms" How many hurricanes have we had in the last 100 years on the Big
Island? I don't know of any. I think our biggest winds come from thunderstorms that can happen any
time. I think our biggest fear should be the lack of control of invasive species like Albezia, the most
dangerous tree currently taking over the Island. If there was a tropical storm or high winds this tree
could injure or kill many people from falling branches. So many houses are under these trees. Whenever
there's a wind storm possibility the county has tree companies on standby to clear the debris from falling
Albezia limbs on Kapoho Rd. It's just a matter of time before someone on a bike, scooter or in a car gets
hit by falling branches. Isn't the County liable for not removing the threat? This new code adds cost to
construction, more bureaucracy, and time to any construction. I believe building codes are good for the
safety of buildings, I would want to build my home better than code, but these new rules are just plain
crazy. Old single wall houses 50 -70 years old are still doing well here but I see 20 year old double wall
"code" houses rotting away. Mold and mildew are the worst in dry walled houses. The legal aspect is
another problem to consider. If someone has an unpermitted house it is their responsibility. The
disclosure at the time of sale should be the the consequences of the unpermitted house. One cannot get
financing for an unpermitted house. I don't want to be moving in the direction of a police state. Are you
willing to arrest and spend thousands of dollars on prosecuting someone for building or living in an
unpermitted house? This is not the way to go. Please do not move forward on this "new code ". It's
nothing but trouble for all concerned.
Please vote NO on this one.
