I support the testimony submitted by Graham Ellis on behalf of the HSCA. Please strike out
section 5 -61. We need an alternative building code for our island. This new code, if passed as
is, will be as unenforceable as the present one. How can you fine a family if they already do
not have enough money? Who would you send to our overcrowded prisons ?....The
Dad? The Mom? The kids? Are you suggesting that they be forced from their home and
join the growing population of homeless people? An alternative code could bring thousands of
people relief from the stigma of illegality and maybe even gain them some respect and
appreciation for being innovative and creative. Those who can afford it could even apply for a
permit and give the county some money.
I have submitted similar testimony before and have received no reply or answers to any of
my questions. I am speaking as chair of, and on behalf of, the Koa,e Community Association
which represents over 100 people in the Koa,e area. As I have mentioned previously, in our
neighborhood we focus on how people behave and NOT on what kind of structure they choose
to live in.
I welcome replies and I would especially like a reply from the office of Fred Blas as he is
our coucilmember.
