Re: Bill 87 — An Ordinance to Initiate a Charter Amendment to Article X, Section 10 -15,
Regarding the Public Access, Open Space, and Natural Resources Preservation
Fund
As a matter of practice, Charter amendments with budgetary impact should not have an
effective date that falls within the current budget year. Amendments that will directly
affect the current year's revenue or expenditures could leave the County with an
unbalanced budget. The Charter Commission recognized this potential problem and
used July 1st of the following fiscal year as the effective date for their proposed Charter
amendments impacting the budget.
Bill 87, which would amend the Charter to increase the amount of real property tax
revenue that is transferred from the General Fund to the Public Access, Open Space,
and Natural Resources Preservation Fund includes an effective date of November 7,
2012. We respectfully request that the effective date of the proposed amendment be
changed to be July 1, 2013.
