Comm. 384: AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, DIVISION 2 OF THE
(Bill 111) HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
MOVING VEHICLES
From Public Works Director Warren Lee, dated September 13, 2011. The bill adds “Old
Māmalahoa Highway, northbound approach to Bridge No. 29-2,” “Old Māmalahoa
Highway, southbound approach to bridge adjacent to parcels 3-5-9:19, 3-5-9:20, and
3-5-30:49,” and “Old Māmalahoa Highway, westbound approach to Bridge No. 35-1,” to
Article 10, Division 2, Section 24-265, Schedule 13 (Yield Locations), paragraph (b),
North Hilo. These amendments will assign the right-of-way at the approaches to these
one-lane bridges.
Recommends passage of Bill 111 on first reading:
Ayes: Committee Members Ford, Hoffmann, Onishi, Pilago, Smart,
Yagong, Yoshimoto and Chair Blas.
Noes: None.
Absent: Committee Member Ikeda.

Comm. 385: A RESOLUTION REQUESTING THE HAWAI‘I COUNTY DEPARTMENT OF
(Res. 167-11) PUBLIC WORKS TO ESTABLISH A SUSTAINABLE HABITAT ORDINANCE
From Council Member K. Angel Pilago, dated September 22, 2011. The resolution
requests the Department of Public Works to establish minimum requirements for
owners/builders of rural dwellings on agricultural parcels, through waiver or exemption
from existing codes, which will allow the use of substitute materials, procedures and
alternatives, to the extent that a reasonable degree of health and safety is provided.
Recommends adoption of Res. 167-11:
Ayes: Committee Members Ford, Hoffmann, Pilago, Smart,
Yagong, Yoshimoto and Chair Blas.
Noes: None.
Absent: Committee Members Ikeda and Onishi.
Comm. 392: A RESOLUTION SUPPORTING THE ESTABLISHMENT OF A COMPLETE
(Res. 171-11) STREETS POLICY FOR THE COUNTY OF HAWAI‘I
From Council Member J Yoshimoto, dated September 21, 2011. The Complete Streets
Policy seeks to reasonably accommodate convenient access and mobility for all users of
the public highways within their respective jurisdictions, including pedestrians,
bicyclists, transit users, motorists, and persons of all ages and abilities.
Recommends adoption of Res. 171-11:
Ayes: Committee Members Ford, Hoffmann, Onishi, Pilago, Smart,
Yagong, Yoshimoto and Chair Blas.
Noes: None.
