Your Committee on Public Works and Parks and Recreation, to which was referred
Resolution No. 171-11, reports as follows:
Resolution No. 171-11, from Council Member J Yoshimoto, transmitted via Communication
No. 392, dated September 21, 2011 supports the establishment of a Complete Streets Policy for
the County of Hawai`i.
There were six testifiers in support of the resolution. Laura Dierenfield with the Peoples
Advocacy for Trails Hawai`i informed Your Committee that in 2009 the Hawai`i State
Legislature amended the Hawai`i Revised Statutes to include in Chapter 264, Section 20.5,
"Complete Streets" requiring counties to adoption of a Complete Streets Policy.
The Complete Streets Policy seeks to reasonably accommodate convenient access and mobility
for all users of the public highways within their respective jurisdictions, including pedestrians,
bicyclists, transit users, motorists, and persons of all ages and abilities.
Councilmember Yoshimoto explained that relevant county agencies will be involved in
developing the policy and that they will be required to submit reports to the Council. There was a
suggestion to impose timelines for reports and concerns about how implementation of a
Complete Streets Policy would be funded. Councilmember Ford expressed her concern that
taxpayers would have to bear the costs. It was pointed out that the policy applies to new
developments only, and only where feasible and desirable.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Resolution 171-11, and recommends its adoption.
