Your Committee on Finance, to which was referred Bill No. 103, reports as follows:
Bill 103, transmitted jointly with Resolution 160 -11, by Finance Director Nancy Crawford via
Communication No. 373, dated September 22, 2011, amends Ordinance No. 11 -59, as amended,
the Operating Budget, ending June 30, 2012. The amendment is as follows:

The State of Hawai`i Department of Health, Alcohol and Drug Abuse Division (ADAD), is
providing funds for the purpose of supporting the Police's efforts to conduct enforcement
operations of minors purchasing tobacco. The Hawai`i Police Department will conduct a
minimum of six enforcement operations by plainclothes officers to observe purchase attempts by
minors and to cite any retail store which makes an illegal sale to a minor.
The bill amends the Operating Budget by appropriating this $8,000 Department of Health —
Tobacco Sting Grant.
Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.

Your Committee commented that these operations are carried out professionally in the retail
field. This ensures retailers to have policies and technology in place to address purchase
attempts by minors.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 103, and
recommends it pass first reading.
