Re: Comm. No. 374/Res. No. 161 -11
Your Committee on Finance, to which was referred Resolution No. 161 -11, reports as follows:
Resolution No. 161 -11, transmitted jointly with Bill No. 104 by Finance Director Nancy
Crawford via Communication No. 374, dated September 22, 2011, authorizes the Mayor to enter
into an agreement with the State of Hawaii Department of Transportation Public Affairs — Safe
Community Program.
The State of Hawaii Department of Transportation Public Affairs — Safe Community Program is
providing Federally derived funds of $25,278.40 for the purpose of supporting the Hawaii
County Police Department's Distracted Driving Project. Distracted driving, defined by the
National Highway Traffic Safety Administration as "any non - driving activity a person engages
in that has the potential to distract him or her.
Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Sergeant Robert Pauole, Traffic Services section in Hilo appeared before Your Committee.
Sergeant Pauole commented the success of a previous distracted driver's grant, which resulted in
numerous citations issued for cell phone, seat belt and child restraint violations, and also resulted
in drug and D.W.I. arrests. Your Committee members thanked the Police Department for the
great work they are doing.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 161 -11,
and recommends its adoption.
