Your Committee on Finance, to which was referred Bill No. 104, reports as follows:
Bill 104, transmitted jointly with Resolution 161 -11, by Finance Director Nancy Crawford via
Communication No. 374, dated September 22, 2011, amends Ordinance No. 11 -59, as amended,
the Operating Budget, ending June 30, 2012. The amendment is as follows:

010.3308.73 Federal Grants — Distracted Driving Project General $25,278.40
To:
010.201.5216.41 Distracted Driving Project General $25,278.40
The State of Hawai`i Department of Transportation Public Affairs — Safe Community Program is
providing Federally derived funds of $25,278.40 for the purpose of supporting the Hawaii
County Police Department's Distracted Driving Project. Distracted driving, defined by the
National Highway Traffic Safety Administration as "any non - driving activity a person engages
in that has the potential to district him or her
The bill amends the Operating Budget by appropriating this $25,278.40 to the Distracted Driving
Project Grant.
Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
There was no discussion on this measure.
