No. 375/Bill No. 105 Your Committee on Finance, to which was referred Bill No. 105, reports as follows: Bill 105, transmitted by Finance Director Nancy Crawford via Communication No. 375, dated September 22, 2011, amends Ordinance No. 11 -59, as amended, the Operating Budget, ending June 30, 2012. The amendment is as follows: From: 010.3302.32 Federal Grants — Traffic Investigation Program General $ 5,000 To: 010.201.5216.10 HCPD Traffic Investigation Program General $ 5,000 The State of Hawaii Department of Transportation Public Affairs — Safe Community Program is providing an additional funding of $5,000 to the Hawaii County Police Department's Traffic Investigation Program. These funds, to be used to allow two additional officers to attend Advance Traffic Reconstruction Training in Honolulu, increase the total appropriation for this fiscal year from $15,000 to $20,000. The bill amends the Operating Budget by appropriating the additional funds into the Traffic Investigation Program account. Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Sergeant Robert Pauole, Traffic Services section in Hilo appeared before Your Committee. Sergeant Pauole commented that this is advance training for their traffic enforcement officers in FC Report No. 124 FC -124 Page 2 October 4, 2011 accident reconstruction. These traffic enforcement officers are primarily assigned the duty to investigate traffic fatalities in addition to issuing citations and arresting D.W.I. violators. He has previously attended these classes and considers it important to the officers' training.
