Re: Comm. No. 376/Bill No. 106
Your Committee on Finance, to which was referred Bill No. 106, reports as follows:
Bill 106, transmitted by Finance Director Nancy Crawford via Communication No. 376, dated
September 22, 2011, amends Ordinance No. 11 -59, as amended, the Operating Budget, ending
June 30, 2012. The amendment is as follows:

3302.03 Federal Grants — Speed Enforcement Grant General $19,050

010.201.5219.44 Speed Enforcement General $19,050
The State of Hawaii Department of Transportation Public Affairs — Safe Community Program is
providing an additional funding of $19,050 to the Hawai `i County Police Department's Speed
Enforcement program. The funds will be used to purchase one (1) on -site 350 Radar Trailer, one
(1) Dell computer, and two (2) Stalker Brand Radar Speed units. This will increase the total
appropriation for this fiscal year from $79,000 to $98,050.
The bill amends the Operating Budget by appropriating the additional funds into the Speed
Enforcement program account.
Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Sergeant Robert Pauole, Traffic Services section in Hilo appeared before Your Committee.
Sergeant Pauole commented that Community Police officers take these trailers to locations with

high -speed complaints. These trailers flash a warning to the motorist that they are speeding and
operate as a smart speed sign.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 106, and
recommends it pass first reading.
