No. 379/Res. No. 163 -11 <br />Your Committee on Finance, to which was referred Resolution No. 163 -11, reports as follows: <br />Resolution No. 163 -11, transmitted jointly with Bill No. 109 by Finance Director Nancy <br />Crawford via Communication No. 378, dated September 22, 2011, authorizes the Mayor to enter <br />into an agreement with the State of Hawai`i Department of Health, Solid and Hazardous Waste <br />Branch for a program to conduct the "Household Do- It- Yourselfer" used motor oil program. <br />The State of Hawaii Department of Health is providing $15,000 for the purpose of supporting <br />the Department of Environmental Management's "Household Do- It- Yourselfer" program to <br />collect and dispose of used motor oil. <br />Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent <br />of the Council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />Chris Chin - Chance, Recycling Specialist III and Linda Peters, Recycling Coordinator from the <br />Department of Environmental Management (DEM) appeared before Your Committee. Mr. <br />Chin - Chance commented that this program's cost was not included in the budget, because the <br />Department of Health indicated that they would not fund this program for the current fiscal year. <br />It was only recently confirmed that additional funding is now available. <br />DOH originally granted $55,000 to this program. Ms. Peters stated that DEM worked with <br />Recycle Hawaii for assistance in continuing this program before receiving notice from DOH of <br />funding availability. DEM is currently working to locate additional county funding of $30,000 <br />to supplement the appropriation of $15,000. Ms. Peters identified the various used motor oil <br />sites around the island. <br />Ms. Peters is working to locate a site to collect used motor oil in Palma. <br />FC Rept. No.: 129 <br />
