Your Committee on Finance, to which was referred Resolution No. 163 -11, reports as follows:
Resolution No. 163 -11, transmitted jointly with Bill No. 109 by Finance Director Nancy
Crawford via Communication No. 378, dated September 22, 2011, authorizes the Mayor to enter
into an agreement with the State of Hawai`i Department of Health, Solid and Hazardous Waste
Branch for a program to conduct the "Household Do- It- Yourselfer" used motor oil program.
The State of Hawaii Department of Health is providing $15,000 for the purpose of supporting
the Department of Environmental Management's "Household Do- It- Yourselfer" program to
collect and dispose of used motor oil.
Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Chris Chin - Chance, Recycling Specialist III and Linda Peters, Recycling Coordinator from the
Department of Environmental Management (DEM) appeared before Your Committee. Mr.
Chin - Chance commented that this program's cost was not included in the budget, because the
Department of Health indicated that they would not fund this program for the current fiscal year.
It was only recently confirmed that additional funding is now available.
DOH originally granted $55,000 to this program. Ms. Peters stated that DEM worked with
Recycle Hawaii for assistance in continuing this program before receiving notice from DOH of
funding availability. DEM is currently working to locate additional county funding of $30,000
to supplement the appropriation of $15,000. Ms. Peters identified the various used motor oil
sites around the island.
Ms. Peters is working to locate a site to collect used motor oil in Palma.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 163 -11,
and recommends its adoption.
