No. 382/Bill No. 110 Your Committee on Finance, to which was referred Bill No. 110, reports as follows: Bill 110, transmitted by Finance Director Nancy Crawford via Communication No. 382, dated September 22, 2011, amends Ordinance No. 11 -59, as amended, the Operating Budget, ending June 30, 2012. The amendment is as follows: From: 010.3609.09 Fund Balance Reserved for Liquor Control General $30,000 To: 010.251.5251.02 Liquor Control — OCE General $30,000 The bill amends the Operating Budget by appropriating $30,000 from the Liquor Control fund Balance Reserve Account to the Department of Liquor Control's OCE (Other Current Expenses) account. The Department of Liquor Control has embarked on a program to give its investigators specialized non - aggressive self- defense training to aid them in controlling an intoxicated, aggressive person that may lead to possible violent situations. Pursuant to Section 46 -7, Hawai `i Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Liquor Control Department Administrative Officer Steven Morifuji appeared before Your Committee. Mr. Morifuji extended Director Takase's apologies for not being available to address the Council on this matter. He commented on the younger, aggressive patrons frequenting the liquor establishments. The liquor control investigators go alone in these establishments to ensure compliance of the liquor laws. The Director has recognized the danger FC Report No. 133 FC -133 Page 2 October 4, 2011 in these establishments and taking progressive action to ensure the investigators are well trained to handle any situation that may arise. Furthermore, through thorough research they have acquired a sensei who will train in a traditional Japanese style of jujitsu. This is a subtle form of arm lock and leverage is used to control people effectively. This specialized training is for all liquor control investigators despite previous training received from the Police Department.
