(AMENDED)
At its meeting of October 18, 2000, the County Council by friendly amendment,
with no objections, amended Finance Committee Report 339 by deleting the third
paragraph from the bottom, which reads as follows:
"Also pursuant to Section 2-1 14, of the I~lawai'i County Code, real property may be sold
or leased through negotiation upon a finding by the County Council that the public
interest demands it."

Your Committee on Finance, to which was referred Resolution No. 323-00, reports as follows:
Resolution No. 323-OQ, transmitted by Director of Finance Dixie Kaetsu, via Communication
No. 931, dated September 13, 2000, authorizing the temporary transfer of funds for undertaking
of public improvements.
The County Council, through the adoption of Ordinance No. 00-88, authorized the issuance and
sale of $8 million in general obligation bonds for the Microwave Relocation and System
Renovation project.
As the County is now desirous of commencing work on the first and second phases of this public
improvement project, the Director of Finance, in her judgement, has determined that a transfer of
$2 million to the Capital Project Fund from the general fund is necessary in order to start this
project.
Pursuant to Section 103-6, Hawaii Revised Statutes (HRS), the County Director of Finance,
with the consent of the County Council to make temporary transfers of loans from an appropriate
fund under her control subject to the requirements and restorations of Section 103-6, HRS.
Also pursuant to Section 2-114, of the Hawaii County Code, real property may be sold or leased
through negotiation upon a finding by the County Council that the public interest demands it.
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purposes and intent of Resolution No. 323-00
and recommends its adoption.
