FC-20 Page 3 October 18, 2011 Comm. 410: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 119) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated October 5, 2011. This bill increases revenues of $46,457.50 in the Federal Grants - Volunteer Fire Assistance account; and appropriates same to the Fire Department’s Volunteer Fire Assistance Grant account. These funds from the State of Hawai‘i, Department of Land and Natural Resources will be used to provide for training and to purchase safety equipment for personnel at all fire stations. Recommends passage of Bill 119 on first reading: Ayes: Committee Members Blas, Hoffmann, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Members Ikeda and Onishi. Comm. 411: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 176-11) AN AGREEMENT WITH THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE ASSISTANCE PURSUANT TO HRS 46-7, FOR A JUSTICE ASSISTANCE GRANT FOR THE HAWAI‘I COUNTY POLICE DEPARTMENT; and Recommends adoption of Res. 176-11: Ayes: Committee Members Blas, Hoffmann, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Member Ikeda. (Bill 120) AN ORDINANCE TO AMEND ORDINANCE NO. 11-59 AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated October 5, 2011, transmitting the above resolution and bill. The resolution authorizes the agreement to accept the Justice Assistance grant, and the bill appropriates revenues of $105,029 in the Federal Grants – Justice Assistance Grant account; and appropriates same to the Police Department’s Justice Assistance Grant account. These funds will be used to purchase a trailer to transport training materials and mats to outer districts, to purchase audio and video equipment to produce in-house training videos, and to cover costs incurred for two Death Investigation trainings for East and West Hawai‘i. Recommends passage of Bill 120 on first reading: Ayes: Committee Members Blas, Hoffmann, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Member Ikeda. FC-20 Page 4 October 18, 2011 Comm. 412: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL (Res. 177-11) YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR NINE (9) MULTI-FUNCTION COPIERS FOR THE HAWAI‘I COUNTY POLICE DEPARTMENT From Finance Director Nancy Crawford, dated October 5, 2011. The Police Department currently has eight (8) copiers with expired leases that are in need of replacement; and a new lease is required to add a copier at the Maunalani Substation, which does not have one. Recommends adoption of Res. 177-11: Ayes: Committee Members Blas, Hoffmann, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Member Ikeda. Comm. 413: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A MONETARY (Res. 178-11) DONATION OF $227 TO THE DEPARTMENT OF PARKS AND RECREATION FOR IMPROVEMENTS AT PANA‘EWA ZOO From Finance Director Nancy Crawford, dated October 5, 2011, requesting the acceptance of the donation of $227 from Polynesian Adventure Tours. Comm. 414: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 121)OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated October 5, 2011. Increases revenues of $50,000 in the State Grants – Area Plan on Aging account; and appropriates same to the Office of Aging’s Area Plan on Aging account. These funds from the State of Hawai‘i Department of Health’s Executive Office on Aging are being given to the Hawai‘i County Office of Aging to develop the Aging and Disability Resource Center (ADRC), in conjunction with the Executive Office on Aging and other County area agencies on aging, to meet the federally defined criteria of a statewide fully functioning ADRC. Recommends passage of Bill 121 on first reading: Ayes: Committee Members Blas, Hoffmann, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Members Ikeda and Onishi. FC-20 Page 5 October 18, 2011 Comm. 415: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 122) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated October 5, 2011. Increases revenues of $10,550 in the State Grants – Area Plan on Aging account; and appropriates same to the Office of Aging’s Area Plan on Aging account. These funds from the State of Hawai‘i Department of Health’s Executive Office on Aging are being given to the Hawai‘i County Office of Aging to be used to continue implementation of the Chronic Disease Self Management Program (CDSMP). Recommends passage of Bill 122 on first reading: Ayes: Committee Members Blas, Hoffmann, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Members Ikeda and Onishi. Comm. 416: AN ORDINANCE AMENDING ORDINANCE NO. 11-60, AS AMENDED, (Bill 123) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2011 TO JUNE 30, 2012 From Finance Director Nancy Crawford, dated October 5, 2011. Adds the Public Works, Traffic Calming Improvements for District 9 project for $46,780 to the Capital Budget. These funds will allow the construction and installation of flashing lights and reduced speed limits in designated school zones and marked crosswalks. Recommends passage of Bill 123 on first reading: Ayes: Committee Members Blas, Hoffmann, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Members Ikeda and Onishi. Comm. 417: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 179-11) AN AGREEMENT WITH THE STATE OF HAWAI‘I DEPARTMENT OF HEALTH, MATERNAL & CHILD HEALTH BRANCH, PURSUANT TO HRS 46-7, TO SUPPORT THE COUNTY OF HAWAI‘I OFFICE OF THE MAYOR/IMMIGRATION INFORMATION OFFICE’S COMMUNITY BASED CHILD ABUSE PREVENTION PROGRAM; and Recommends adoption of Res. 179-11: Ayes: Committee Members Blas, Hoffmann, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. FC-20 Page 6 October 18, 2011 (Bill 124) AN ORDINANCE TO AMEND ORDINANCE NO. 11-59 AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated October 5, 2011. The resolution authorized an agreement to accept the Community Based Child Abuse Prevention Program grant;and the bill appropriates revenues of $4,995 in the Federal Grants – Community Based Child Abuse Prevention account; and appropriates same to the Office of the Mayor/Immigration Information Office’s Community Based Child Abuse Prevention account. These funds will be used to provide funding for “Ating Bahay,” a community based response committee, to organize a strategic planning conference and related activities to address domestic violence specifically for immigrant women, men, and children. Recommends passage of Bill 124 on first reading: Ayes: Committee Members Blas, Hoffmann, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: Committee Member Ikeda.
