This entire issue is insane. The requirements for the building codes are not at all suitable for the environment
and the economical hardship that many of us live with. We live in the tropics and mainland codes are not
practical or healthy. As well, I am sure that most people who are living in tar -paper roofed dwellings and such are
doing so because they do not have the money to finish their dwelling and /or needed a place to live and could not
afford to wade through and pay for the building code process.
The entire issue of having to use contactors for all aspects, or paying one to sign off on buildings, is ludicrous. My
father and our familly built two wonderful, strong homes without any contractor. The owner -built home has been
a tradition in all countries and that includes the US for centuries, if not millenia. All the codes should do is make
sure homes are safe. The other requirements are nonsense.
Therefor, please be sure there is an inclusion of an amendment stating "adoption of this
regulation does not limit or prevent the adoption of alternative codes and building regulations by Hawaii County,
nor does it require a future amendment to this bill."
2. Removal of the section 5 -48 -5 on Page 17 that changes infractionsfrom a civil to a criminal offense. (Really,
people don't have money for fines, and housing and feeding them in overcrowded jails will solve nothing. It will
cause family strife, loss of job income and affect our communities in many negative ways.)
Please take my comments into consideration.
