I strongly urge you to rework or scrap bill 270.
What if I buy a property with an un- permitted structure, Then I will be a criminal? That is not right.
The people of puna are just scraping to make ends meet and now you are trying to criminalize affordable
housing.
There needs to be a code allowing for alternative building methods, such as traditional Hawaiian styles
and similar low tech, methods, bamboo, guava, etc.
This bill would make a lot of people "criminals" for no good reason.
It's Hawaii if someone wants or needs to live under a tarp what is the big deal? Let them live!

How different is a tarp from a grass hut?
Please at least do the following.
1. The inclusion of an amendment stating "adoption of this
regulation does not limit or prevent the adoption of alternative
codes and building regulations by Hawaii County, nor does it require
a future amendment to this bill."
Advancements in sustainability will only be possible if people are allowed to experiment
with new building materials.
I want to build from wood on the land, but it would be illegal, that is not right!
2. Removal of the section 5 -48 -5 on Page 17 that changes infractions
from a civil to a criminal offense
This to me is like criminalizing the Hawaiian language!!!
Criminalizing the way someone chooses to build their hut!!!
Unthinkable! ! ! !
