We write to voice our strong opposition to imposing criminal penalties for people with non - permitted buildings.
We see so many people on the Island struggling to get by and feel that it is unjust and uncompassionate to
punish people for adapting their homes to meet the needs of their families.
If you proceed with the bill, please
1. Include an amendment stating "adoption of this regulation does not limit or prevent the adoption of alternative
codes and building regulations by Hawaii County, nor does it require future amendment to this bill."
2. Removal of the section 5 -48 -5 on Page 17 that changes infractions from a civil to a criminal offense.
