Many in our community live in unpermitted structure due to financial constraints and imposing more stringent building guidelines will only make matters worse for most. We firmly believe that having a "one size fits all building code" for Hawai'i island is not appropriate for our diverse and unique population. Therefore, we request the inclusion of an amendment stating that "the adoption of this regulation does not limit or prevent the adoption of alternative codes and building regulations by Hawaii County, nor does it require a future amendment to this bill." Additionally, we request the removal of section 5 -48 -5 on Page 17 that changes infractions from a civil to a criminal offense.
