we get the IBC, next it will be the RBC, and this is not going to stop so it is time to get
real here. rn

It is imperative we move ahead of the curve instead of being behind the 8 ball.
It is time to have well planned legislative process, not damage control.
Let's take auto liability insurance as a model and apply that model to the sub standard
structure liability issue.
What would be so wrong with introducing an option to buy liability insurance for our un
permitted homes and agriculture buildings that do not meet unreasonable mandated
building permit requirements?
I will gladly pay you for example $35.00 annually for the right to OPT out of the building
permit requirements. Call it Ten bucks to administrate and $25 to the pool to indemnify
the County and State.
Consideration of rules and exclusions to protect well established neighborhoods that
could be outraged if a blue tarp pallet shack pops up in there neighborhood would be
necessary. In fact local subdivision rules could trump substandard housing where the
more astute live.
But down in the rain forest many times in Lava zone 1 and 2 there are very different
circumstances. Lets consider something a little less uniform, adherence to reasonable
rules such as Child Welfare Services is currently using dealing with minimum safe
standard housing rules could be the norm.
Thresholds to prevent abuse of the option could keep non compliance in check.
For example homes that are valued at less than low income housing by standard county
rules I believe that is about $140,000 would need to be permitted.
It would be quite feasible to include agriculture buildings within this umbrella.
I wold like to request that Option one (minimum home liability insurance) be considered
As a common ground for our county.
I would also like to see bill 270 delayed for more much needed work.
