I am very pleased to notify the Hawaii County Council that tight restrictions on hiring,
overtime, purchases and other expenses have allowed the County of Hawaii to realize a
fund balance of $24.682 million as of June 30, 2011.
Pursuant to Hawaii County Code Section 2 -12.4, the required fund balance information is
as follows:

As you know, this unusually large fund balance is all the more exceptional because it
comes during the third consecutive year of budget cuts. Expenditures were lower than
expected in many cases due to extensive sacrifices made by the departments throughout
the fiscal year.
It is also a testament to the successful efforts of the administration's Personnel Review
Committee, which scrutinized hiring requests and generated most of the savings. Equally
important was the work of the Expenditure Review Committee, which reviewed
departments' requests to buy equipment or enter into contracts for professional services.

Those committees together successfully restricted spending by departments to allow us
to accumulate most of the June 30 carryover balance. Other factors contributing to the
fund balance were some revenues that were higher than expected, including charges to
federal grants; and the unappropriated fund balance from the prior fiscal year.
This fund balance will be critically important in meeting next year's budgetary needs.
Balancing the fiscal year 2012 -13 budget will continue to be challenging given the current
economic climate.
