Taira Assistant Housing Administrator SUBJECT: November 20, 1996 HCHA Meeting Request for Additional Information Regarding 1994/1995 HOME Investment Partnership Program Funding The following is the information requested: As stated, by Office of Housing and Community Development (OHCD) staff, the 1994 HOME funds originally had a commitment date of November 11, 1996, with the State of Hawaii Housing Finance and Development Corporation (HFDC) The OHCD requested a one month extension to December 11, 1996. The following items are required to be completed to commit the HOME funds with the HFDC: 1. Executed Agreement with the Applicant 2. Federal Environmental Compliance Required (i.e. Environmental Assessment) 3. Project must be set up in the C/MI System (The C/MI system is the Cash and Management Information system which currently manages, disburses, collects, and reports information on the use of HOME Program funds in our United States Treasury Account.) G~ 0 ~ 1998 Brian De Lima Page 2 November 29, 1996 In July 1996 the OHCD went through a Request for Proposals (RFP) process. Of the six applications received, five were selected to receive funding from the HCHA on September 6, 1996. At that time the OHCD noted that the Pualani project was for two (2) units with an option for three (3) additional units if funds became available. After the selection process was completed Kauhale Po'ohala, Inc., withdrew its application for HOME funds. Recycled Affordable Homes (RAH) was the other applicant that went through the application process. At that time, it did not meet the requirements for funding. In addition, RAH has lost its funding match from the Rental Housing Trust Fund. Currently, the RAH project is no longer eligible to receive HOME funding and could not be funded even if funds were available. Therefore, the OHCD requested approval to utilize the $147,000 from the Kauhale Po'ohala Project for the Pualani Rental Housing Project, a project which had already received HCHA approval. Enclosed is a copy of the commitment and expenditure timeline for the 1994 & 1995 HOME Program. These timelines are a part of the State-Recipient Agreements the County has entered into with the HFDC.
