No. 397/Bill No. 115 Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 115, reports as follows: Bill No. 115, transmitted by from Public Works Director Warren W. H. Lee via Communication No. 397, dated September 27, 2011, requests the Hawai'i County Code, Chapter 24, Article 10, Division 5 (Parking), Section 24 -280, Schedule 28 (No parking at anytime), subsection (e) Kohala, be amended by adding new item and renumbering as required: () Hooko Street, both sides, from Paniolo avenue and extending three hundred thirty feet in the westerly direction. This amendment was generated in an effort to restrict people from parking in the subject area, encroaching in the through lane, and causing through traffic from driving in the left turn lane. This particular problem is especially evident on school days during Waikoloa Elementary School start and end times. Councilmember Hoffmann informed committee members that this measure may not fix the problem in the subject area and that solutions will be found through a process of trial and error. He also stated that the school has experienced rapid growth recently to include kindergarten through eighth grades and that has resulted in increased traffic and parking in the area.
