No. 414/Bill No. 121 Your Committee on Finance, to which was referred Bill No. 121, reports as follows: Bill 121, transmitted by Finance Director Nancy Crawford via Communication No. 414, dated October 5, 2011, amends Ordinance No. 11 -59, as amended, the Operating Budget, ending June 30, 2012. The amendment is as follows: From: 010.3304.06 State Grants — Area Plan on Aging General $50,000 To: 010.411.5411.10 Area Plan on Aging General $50,000 The bill amends the Operating Budget by increasing the appropriation of the Area Plan on Aging Account by $50,000. The purpose of this grant funds (State Rainy Day Funds) to be used to address the need to meet federally defined criteria of a statewide, fully functioning ADRC. Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. County Executive on Aging, Mr. Alan Parker appeared before Your Committee. He stated that the grant funds will be used toward maintaining intake staff, admin, or other operational costs of Hawaii County Office of Aging. Furthermore, Office of Aging, is the only agency in the State of Hawaii that offers aging services in nine districts in Hawaii County. Mr. Parker would like to have aging offices in Puna and Pahoa, but due to lack of funding and staff it is not possible at this time.
