The Department of Public Works formed a Working Group consisting
of, but not limited to, representatives from:
• Hawai'i County Council representative
• Improvement districts, developers and property managers
• Sign makers
• Outdoor Circle
• Chambers, Kailua Village Design Commission,
• Parks & Recreation, Planning, Corp Counsel, and Environmental
Management

Currently the Working Group is gathering relevant
data and input. The data collected will then be
vetted and compared to current chapter 3.

A summary of the modifications, deletions and
additions compiled by the Working Group, and
the purpose /justification for these revisions will
be prepared. The feasibility of the modifications,
deletions and additions will be prepared.
After suggestions have been vetted and revisions to the
sign code are warranted, proposed revisions to the sign
code will be prepared.

Public Meetings will be conducted to discuss the
proposed changes.

• Sign registration. Each sign that is given a permit is also given a tag or a
barcode.
• Simplification or omission of variance process
• Elimination of redundancy in the current code
• More inbuilt mechanisms to provide for the protection of public health and
safety by establishing regulations

• Simpler language
• Greater clarity
• Account for new technologies and innovations not covered in the
current edition and in tune with today's business environment.
• Update is necessary. Current sign code was passed in 1997, updated in
2004 and in 2005.
• Current sign code does not account for federal regulations like the
Americans with Disabilities Act
• Rectifying failures to uphold relevant state laws
• Facilitate enforcement and public education
