Neil Abercrombie signed into law House Bill 1342, which is the first step in the expansion
of broadband, or ultra high-speed internet access, in the State of Hawai‘i.

Comm. 446: AN ORDINANCE INITIATING AN AMENDMENT TO THE HAWAI‘I COUNTY
(Bill 134) CHARTER (2010 EDITION) BY ADDING A NEW ARTICLE RELATING TO
MANDATORY DRUG TESTING FOR ELECTED OFFICIALS AND AMENDING
ARTICLE III, SECTION 3-5, ARTICLE V, SECTION 5-1.6, AND ARTICLE IX,
SECTION 9-6, RELATING TO REMOVAL OF ELECTED OFFICIALS
From Chairperson Dominic Yagong, dated October 25, 2011. The proposed amendments to
the Hawai‘i County Charter within this ordinance will provide the public the assurance that
the decision makers of the County are not under the influence of any illicit substances.
An Executive Session was held pursuant to Section 92- 5(a)(4), for the purpose of
consulting with Council's attorney on questions and issues pertaining to the
Council's powers, duties, privileges, immunities, and liabilities. A two-thirds vote
pursuant to HRS Section 92-4 and Rules 2 and 10 of the Rules of Procedure of the
County Council is necessary to hold an executive meeting
The motion to concur with the recommendation of Corporation Counsel was
defeated, due to the following vote:
Ayes: Committee Members Ikeda, Onishi, Yoshimoto and
and Vice Chair Smart
Noes: Committee Members Blas, Ford, Hoffmann Pilago and Yagong.
Absent: None.
(Note: Vice Chair Smart voted “kanalua” twice.)
Recommends passage of Bill 134 on first reading:
Ayes: Committee Members Blas, Ford, Hoffmann, Pilago,
Yagong, and Vice Chair Smart.
Noes: Committee Members Ikeda, Onishi and Yoshimoto.
Absent: None.
(Note: Committee Member Hoffmann and Vice Chair Smart voted “kanalua” twice.)
