2-219, SECTION 2-220, SECTION 2-221, SECTION 2-222 AND SECTION 2-223,
AND ADDING A NEW SECTION, RELATING TO THE BUDGET STABILIZATION
FUND
From Council Member Brenda Ford, dated October 17, 2011. This ordinance clarifies the
purpose of the budget stabilization fund, increases the minimum amount to be
appropriated annually, establishes a policy of accruing between five and fifteen percent of
the operational expenses excluding state and federal grants, and codifies dissolution of the
fund.
Recommends passage of Bill 127, as amended to Draft 2, on first reading.

(Bill 128) FINANCIAL PROCEDURES, OF THE HAWAI‘I COUNTY CHARTER (2010
EDITION), BY ADDING A NEW SECTION FOR A PUBLIC ACCESS, OPEN SPACE,
AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND
From Council Member Brenda Ford, dated October 19, 2011. The purpose of this fund is
to accrue and use moneys for maintenance of lands and easements acquired by the Public
Access, Open Space, and Natural Resources Preservation Fund, which will preserve the
land and promote public safety.
Postponed to November 15, 2011.

From Council Member Pete Hoffmann, dated October 19, 2011. Adds the Mass Transit
Agency Waimea Transit Hub project for $500,000 to the Capital Budget. The County is
in need of a transit hub in the Waimea area as it is midway between Hilo and Kailua-Kona
and is also a direct link to the Kohala Coast Resort nodes.
Recommends passage of Bill 129, as amended to Draft 2, on first reading.

ordinance is to accumulate sufficient supplemental financial resources to respond to
public health and safety emergencies, and to rebuild, repair, or replace County facilities
and infrastructure damaged by natural or human-caused disasters or emergency events.

From Finance Director Nancy Crawford, dated October 19, 2011, transmitting the above
resolution and bill. The resolution authorizes Working Towards Crime Lab Accreditation
Grant, and the bill appropriates revenues of $13,300 in the Federal Grants – Working
Towards Crime Lab Accreditation account; and appropriates same to the Working
Towards Crime Lab Accreditation Grant account. These funds will be used for training,
equipment, and services to increase the overall efficiency and safety of forensic services.
Recommends passage of Bill 131 on first reading.

Comm. 441: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE
(Bill 132) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR
ENDING JUNE 30, 2012
From Finance Director Nancy Crawford, dated October 19, 2011. The bill increases
revenues of $21,268 in the Federal Grant-Victims of Crime Act account, and appropriates
same to the Prosecuting Attorney’s Victim of Crime Act account. These funds will be
used to support the Victim of Crimes Act (VOCA) program, providing salaries and wages
for five staff, sub-grants for direct services to victims of sexual assault, domestic violence,
homicide, child abuse, and limited operating expenses.
Recommends passage of Bill 132 on first reading.

the revenue account number originally assigned to the standard Victim of Crimes Act
program and associates it with the Victims of Crime Act – ARRA program.
