This ordinance clarifies the purpose of the budget stabilization fund, increases the minimum amount to be appropriated annually, establishes a policy of accruing between five and fifteen percent of the operational expenses excluding state and federal grants, and codifies dissolution of the fund. The purpose of this fund is to accrue and use moneys for maintenance of lands and easements acquired by the Public Access, Open Space, and Natural Resources Preservation Fund, which will preserve the land and promote public safety. The resolution authorizes Working Towards Crime Lab Accreditation Grant, and the bill appropriates revenues of $13,300 in the Federal Grants – Working Towards Crime Lab Accreditation account; and appropriates same to the Working Towards Crime Lab Accreditation Grant account. These funds will be used for training, equipment, and services to increase the overall efficiency and safety of forensic services. Recommends passage of Bill 131 on first reading. The bill increases revenues of $21,268 in the Federal Grant-Victims of Crime Act account, and appropriates same to the Prosecuting Attorney’s Victim of Crime Act account. These funds will be used to support the Victim of Crimes Act (VOCA) program, providing salaries and wages for five staff, sub-grants for direct services to victims of sexual assault, domestic violence, homicide, child abuse, and limited operating expenses.
