Re: Comm. No. 422
Your Committee on Planning, to which was referred Comm. No. 422, reports as follows:
Communication No. 422, from Mayor William P. Kenoi, dated October 10, 2011, requests
confirmation of the appointment of Jay Uyeda of Council District 8 to the County of Hawaii
Water Board. Mr. Uyeda is a 39 -year resident of Hawai`i. He presently is the Director of
Development at the Hualalai Resort.
Mr. Uyeda is a member of the Hawai`i Planning Conference and the Hawai`i Society of
Professional Engineers. He states that he is a Democrat. If confirmed, he will replace Joe
Reynolds, who resigned and whose term was to end on December 31, 2011. Mr. Uyeda will be
eligible to be re- appointed at that time for a full five -year term to end on December 31, 2016.
Executive Assistant to the Mayor Charmaine Shigemura introduced Mr. Uyeda who was present
at the West Hawai`i Civic Center.
Council Member Pilago spoke in firm support of Mr. Uyeda due to his clear and strong
community support and service record.
Mr. Uyeda stated that he was born and raised in Hawaii and he believes his education and
knowledge will add to the Water Board.
Council Member Ford stated that she believes Mr. Uyeda is a strong candidate but she feels the
Mayor is nominating too many development oriented candidates. She further stated that she is
concerned that the Water Board will not be a balanced broad spectrum of community members.

Mr. Uyeda is not required to be present at the final confirmation before the full Council.
Your Committee on Planning is in accordance with the purpose and intent of Communication
No. 422 and recommends confirmation of the appointment of Mr. Jay Uyeda to the County of
Hawai`i Water Board.
