Dear Chairman Yagong and Council Members:
It is my pleasure to submit for your confirmation the following nominations to the Puna
Community Development Plan Action Committee. In order to expedite confirmation of
these nominations in time for the December 13, 2011 meeting of the Puna CDP Action
Committee I respectfully request waiver from reading before committee and that these
nominations be considered by the full Council at the earliest opportunity.
Nafie, Kelly Lee (4 -year term): Ms. Nafie has a BA degree in Psychology and MA in
Intercultural Service, Leadership & Management. She has extensive experience
coordinating educational programs and community based projects. She has
demonstrated both a sincere passion for community service and a positive can -do
attitude. Despite her relatively short three years as a resident in Kalapana Seaview
Estates, Kelly has established many contacts in the Puna community and volunteered
her services at several community events and activities. She brings a more youthful
perspective to the AC that should serve well to represent the younger generation of
Puna residents and will undoubtedly be a positive role model for them.
Pinto, Patti Annginette (4 -year term): Ms. Pinto has 27 years experience as an
educator on the mainland and has more recently been active in counseling chemically
dependent children at the Big Island Substance Abuse Council. As a resident of Fern
Acres she has been active in her local community and has a keen interest in finding
solutions to the transportation issues facing Puna. Patti also brings prior community
planning experience from her service on a CDP Planning Committee in Pasadena, CA.
Her collaborative attitude and strong sense of responsibility to follow through on
personal commitments will make her a valued and respected asset to the Action
Committee.

Simsarian, Oshi (1 -year remainder of 3 -year term for resigning Wes Owens):
Ms. Simsarian offers insight from a broad spectrum of experience including 15 years as
a mental health counselor, dance, art and music program operations, and certification
as a Master Gardener through the CTAR Program. She has been very active,
particularly in the Pahoa area, during her six years as a small farm owner along the
Pahoa - Kapoho Road. Oshi understands the importance of networking as a means of
enhancing community support and participation in striving to implement actions called
for in the PCDP. She also has a great deal of experience in seeking and securing
grants to help fund community based projects.
Siracusa, Rene (4 -year term): Ms. Siracusa has been a Puna resident for 52 years
and has served multiple times on a number of County of Hawaii boards and
commissions, including the Planning Commission and the current Redistricting
Commission. Her knowledge of Puna history and the issues and concerns of residents
combined with her extensive contacts throughout the community and the respect she
has earned by a broad cross - section of the community will serve well to enhance the
effectiveness of the Action Committee.

Pinto, Oshi Simsarian, Rene Siracusa to the Puna Community Development Plan Action
Committee.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
