It is my pleasure to nominate Jessanie L. Marques of Council District 6 to the County of
Hawaii Police Commission. Ms. Marques is a lifelong resident of Hawaii County. She is
presently an independent consultant with the Hawai'i County Office of Aging, assisting with
establishing the Chronic Disease Health Management Program and is the current president of
Hawaii Island Rural Health Association and Ka'u Rural Health Community Association. In
2003, Ms. Marques was employed by University of Hawai'i John A. Burns School of Medicine
as a Vog Research Assistant ( Hawai'i Island Children Lung Assessment Research Scientific
Study) and 2006 by Hawaii Community College as Ka`u Emergency Response Academy
Program Coordinator. From 2002 to 2010, she volunteered at the Ka`u Rural Health
Community Association, Inc. a non profit 501 (c) 3 organization as the Executive Director.
Ms. Marques states that she is a Democrat. If confirmed, she will replace Richard Behenna
whose term will expire on December 31, 2012. Since Ms. Marques is serving a remaining
term that is less than two years, she will be eligible to succeed herself for an additional full
term of five years, beginning on the expiration date of her current term and expiring on
December 31, 2017.

District 6) to the County of Hawai`i Police Commission..
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Human Services, Social Services and Public Safety to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to Committee on Human Services, Social Services and Public Safety for
placement on its future agenda.
