These amendments would temporarily suspend all forms of mileage reimbursements for Council Members, the County Clerk and the Deputy County Clerk. The resolution is amended to read as follows: "A RESOLUTION TO [ " e. • BUSINESS] TEMPORARILY SUSPEND ALL FORMS OF MILEAGE REIMBURSEMENTS FOR COUNCIL MEMBERS, THE COUNTY CLERK AND THE DEPUTY COUNTY CLERK. WHEREAS, pursuant to Chapter 2, Section 2 -101, Hawai`i County Code, the Council Chair may authorize payment of a flat monthly automobile allowance to any [councilmember] Council Member, officer or employee for the regular use of a privately owned automobile for official business or a mileage [allowance] reimbursement [up to $0.55 cents per mile] at a rate equal to the highest rate payable to any County employee in a bargaining unit; and WHEREAS, [a] the current flat [rate] monthly automobile allowance [ef Six Hundred Dollars {$600.00)] for Council Members is $600 per month and the current mileage [allowance] reimbursement [of up to $0.55] rate is 55.5 cents per mile [are two kinds of monthly car allowance currently available to council members]; and Hawai`i County is an Equal Opportunity Provider and Employer Comm. Date OCT 1 6 201t November 16, 2011 Dominic Yagong, Council Chair and Members of the Hawai`i County Council Page 2 WHEREAS, videoconferencing of Committees and Council meetings is available in Hilo, Kona, Waimea and Pahoa; therefore, it is not necessary, in most cases, for Council Members, the County Clerk and the Deputy County Clerk to commute long distances to attend these meetings; and WHEREAS, the Clerk- Council Office has two vans for conducting official business and additional vehicles may be borrowed from other departments when needed; therefore, it would [appear] be fiscally prudent to [discontinue the $600.00 flat rate monthly automobile allowance for council members and provide all council members mileage allowance reimbursement of up to $0.55 cents per mile for the use of a privately owned automobile on official business] temporarily suspend the two forms of mileage reimbursements for Council Members, the County Clerk and the Deputy County Clerk; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council Chair [ automobile allowance for council members] shall temporarily suspend all forms of mileage reimbursements for Council Members, the County Clerk and the Deputy County Clerk for the remaining 2010 -2012 Council term. - - ,,.1 .. o, [ business be provided mileage allowance reimbursement of up to $0.55 cents per [ shall apply to the 2010/2012 Council term.] BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this resolution to the Honorable Mayor William P. Attached is a draft copy of proposed Resolution No. 187 -11, Draft 2, with these amendments incorporated therein.
