Attached is Resolution No. 187 -11, Draft 2, which incorporates those amendments contained in
Communication No. 456.1, duly approved by the Council on November 16, 2011.
The Council suspended its rules requiring that bills and resolutions up for final reading that are
amended be held over until the next regular meeting (Rule 25 (e)), and subsequently adopted
Resolution No. 187 -11, Draft 2.
