Re: Capital Budget
Enclosed is a bill for an ordinance adding the DPR Addition to and Development of New
Park Site at Ali'i Drive project for $500,000 to the Capital Budget. In furtherance of County
of Hawaii Resolution No. 373-10, dated September 21, 2010, the Department of Parks
and Recreation plans to acquire TMK (3)7-7-008:100 in order to develop it into a usable
public park area, together with TMK (3)7-7-008:020 and 031. Funding will also allow
development of both on and off-site improvements such as a parking area for La'aloa and
Magic Sands Beach parks.

A. REQUEST:
Amend Ordinance 11-60, as amended, to create a new CIP appropriation titled
"DPR Addition to and Development of New Park Site at AIiNi Drive" in the amount of
$500,000 to aquire TMK (3)7-7-008:100 and to develop it into a usable public park
area together with TMK (3)7-7-008:020 and 031.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In furtherance of County of Hawaii Resolution No. 373-10, dated September
21, 2010, Council action is required to create this appropriation to effect the
acquisition of parcel 100 that, together with parcels 20 and 31 being acquired
through other sources, will provide an important addition to the public park and
Kona shoreline area inventory and increase passive recreational opportunities
for the community.
Funding will also allow development of on-site and related off-site
improvements which will provide various enhancements, including a parking
area that will offer convenient public parking for beachgoers at Lealoa and
Magic Sands Beach Parks. It will complement current plans to eliminate
parking along the both shoulders of Ali'i Drive to address the collective safety
of all motorists and pedestrians.
