The State of Hawaii Department of Health, Family Health Services Division is providing
Federally derived funds of$200,000 to support the Prosecuting Attorney's office's
implementation of the evidence-based Teen Outreach Program in Hawaii County. The
goal of this program is to develop the positive potential of teens, with the intended results
of less risk-taking behaviors such as violence, school failure and teen pregnancy.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of Health for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $200,000 Hawaii Teen Outreach Program (HITOP) Grant award.

A. REQUEST:
1) Requesting a resolution authorizing the Mayor to enter into an agreement with the State Department of
Health to receive funds for the for to implement the Hawaii Teen Outreach Program in Hawaii County.
2) Requesting a bill for an ordinance to appropriate $200,000 for Hawaii Teen Outreach Program (HITOP).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Department of Health, Family Health Services Division received a grant from the U.S.
Department of Health and Human Services to implement the evidence-based Teen Outreach Program in
Hawaii County. The Prosecuting Attorney's office has agreed to implement the project throughout the island
which will develop positive potential of teens leading to more success and less risk-taking behaviors like teen
violence, school failure and teen pregnancy. Total funding for the four year program is $560000.

Explanation: We anticipate hiring a part-time clerk position to handle processing of grant related
expenditures and to collect and enter project data.
Additional Comments about Grant:
HITOP will implement the Missouri based Teen Outreach Program curriculum in all districts of
Hawai`i County with participation of a minimum of 20 teen"clubs"by 2014. The targeted age group
is youth ages 15-19.
