Re: Operating Budget
The U. S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance
is providing federal funds of$1,392,336 for the purpose of supporting the Hawaii County
Police Department's COPS Hiring Program. The federally derived funds from this grant
will be used to hire six police officers, paying for salaries and fringe benefits for up to three
years of service.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the U. S.
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for this
grant. Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating this $1,392,336 COPS Hiring Program grant.
The Office of Justice needs to have the contract signed by the end of December. In order
to meet this requirement, the Police Department is requesting to waive the Finance
Committee review, and to have this bill placed on the December 7, 2011 Council Agenda.

A. REQUEST:
As part of the acceptance process with the Department of Justice, a resolution is being submitted to Council
for approval prior to the Mayor entering an agreement. We recently received notification that we have been
awarded $1,392.336 under this grant.
This request is to create an account entitled "COPS 2011" for $1,392,336.00 under the object code 011.
Office of Justice needs to have contract signed by end of December. Requesting to waive Finance
committee due to time this constraint.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Justice Office of Justice Programs Bureau of Justice Assistance has approved an award
under the COPS Hiring Program to the Hawaii County Police Department. This award has funding to hire six
(6) police officers that include salaries and fringe benefits for up to three years of service.
Since the grant award allows for entry level salary, it is our intent to fill the positions with experienced officers
at the Police Officer II level and to assume the difference in salaries through departmental funds. This meets
with Bureau of Justice Administration's approval.
The new positions are specifically for community policing. These position will take a proactive problem-
solving approach to establish police community partnerships throughout the island. They will provide
valuable assistance to our crime prevention, crime reduction and community relations efforts. These
positions will not only complement our community relations endeavors but will focus on educating youths
about drugs through their direct participation with law enforcement.
The Department of Justice Office of Justice Programs Bureau of Justice Asssistance requires the grantee to
retain these positions for a minimum of 12 months at conclusion of the 36 months of federal funding.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
