No. 459/Bill 141 PLACE: Council Chambers Kona, Hawai`i TIME: 1:34 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 141, reports as follows: Bill 141, transmitted by Director of Finance Nancy Crawford via Communication No. 459, dated November 1, 2011, amends Ordinance No. 11-60, as amended, the Capital Budget, ending June 30, 2012, by adding the following projects: PUBLIC WORKS: Tsunami Damage Projects—FEMA (199.5199.57.115) $ 36,000 Tsunami Damage Projects - County (199.5199.58.115) $ 315,000 Funds for this appropriation increase shall be provided from: Federal Grants Receivable $ 36,000 General Obligation Bonds, Capital Projects Fund— Fund Balance and/or other Sources $ 315,000 This proposed bill adds the project titled "Tsunami Damage Projects", and appropriating $351,000 to the Capital Budget of which $36,000 is provided by FEMA and $315,000 by the County. On March 11, 2011, an earthquake off the Pacific coast of Tohoku, Japan generated a tsunami which reached Hawai`i, damaging Ali`i Drive and other facilities in the Kona area. The Federal Emergency Management Agency (FEMA) is providing funds to be used for the repair of these damages. Normally, FEMA covers 75% of the cost, with the balance provided by County matching funds; however, in this case, portions of the project are ineligible to be paid for by FEMA and are to be covered by the County. Vice Chair Dominic Yagong resumes chair of the Finance Committee. A proposed amendment was transmitted via Communication 459.1 from Council Member Brenda J. Ford, dated November 10, 2011. Those amendments contained in Communication 459.1 were unanimously approved. Ms. Ford is requesting the following amendment to Section FC Report No. 159 FC-159 Page 2 November 15, 2011 2; line item number (110.1133.00) under Federal Grants Receivable and (To be determined) under General Obligation Bonds. This matter is a transparency issue and Ms. Ford seeks the support of Your Committee. Furthermore, Ms. Ford explained that the (To be determined) line item number will be available after receipt of official letter for the funds. Finance Director Nancy Crawford and Deputy Director Deanna Sako were not available to appear before Your Committee. Public Works Director Warren Lee appeared before Your Committee. Mr. Lee explained the aspects of project repairs ineligible to be covered under FEMA funding. Furthermore, Mr. Lee provided the detail for its repairs are mainly for damages on Ali`i Drive sidewalk and seawall. It was determined during the FEMA review which of these damages met the criteria to be covered by the County. Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for this fiscal year by a two-thirds vote.
