As part of a national effort to address increasing health care costs accompanied by an exploding elder population, Area Agencies on Aging across the country are embarking on various "systems change" initiatives to position themselves to be eligible for expanded or redirected federal dollars geared to promote efficiency and cost savings, especially in the area of Long Term Care Supports and Services.
