RESOLUTION NO. 203 11
A RESOLUTION URGING THE MAYOR TO ISSUE A REQUEST FOR PROPOSALS
TO PRIVATELY FUND THE CONVERSION OF THE EAST HAWAII REGIONAL
SORT STATION RELOAD FACILITY INTO A PRIVATELY OPERATED MATERIAL
RECYCLING FACILITY.
WHEREAS, in December 2007, the Hawai`i County Council, by Resolution No. 356 -07,
adopted the principles of zero waste as a long -term goal for Hawai`i County, recognized the need
to engage in public /private projects and programs to encourage the overall sustainability of
efforts, and resolved, " ... that through its legislation, policies, and actions that Hawaii County
shall embrace and adopt the Zero Waste philosophy of solid waste management and that the
Council and the department of environmental management will take necessary steps to
incorporate the Zero Waste philosophy into the Integrated Solid Waste Management Plan "; and
WHEREAS, the December 2009 Integrated Resources Solid Waste Management Plan
recommends "re- configuring the East Hawai`i Regional Sort Station Reload Facility to convert it
to a MRF while the South Hilo Sanitary Landfill is active "; and
WHEREAS, if the East Hawai`i Regional Sort Station (Sort Station) is converted to a
Material Recycling Facility (MRF), recyclable and organic material will be diverted out of the
South Hilo Sanitary Landfill (SHSL) at increased rates, the amount of residual material for
deposit into the SHSL will be minimized, residual material with useful life will be reclaimed,
and the useful life of the SHSL will be extended, resulting in millions of dollars of avoided cost
for the County, and the delay and /or avoidance of the transportation of materials to the West
Hawai`i Sanitary Landfill (WHSL); and
WHEREAS, diverting materials from being deposited into the SHSL would substantially
extend the remaining capacity of the SHSL beyond the County's current projection of five to
eight years, and save millions of dollars in avoided costs to the County; and
WHEREAS, the closure of the SHSL would force the County to transport the waste
stream to the WHSL, which would cost the taxpayers approximately $6.5 million in additional
annual expenditures; and
WHEREAS, a privately operated MRF could potentially add 20 -30 green jobs to the
local economy, without the taxpayers of the County incurring the costs for the labor and
benefits; and
WHEREAS, although the County invested over $11 million to construct the Sort Station,
the facility has never been used for its intended purpose, and is instead used for storage, to stage
discarded televisions and computer monitors, and to rust proof trailers; and
WHEREAS, a Request for Proposals would allow for serious negotiations between the
County and perspective contractors interested in making the necessary investment in equipment,
labor, and associated costs to accomplish the reconfiguration of the Sort Station into a MRF; and
WHEREAS, the Request for Proposals may include, but not be limited to, terms and
conditions requiring a private, for - profit entity to lease County buildings and land, requiring
payment of royalties for recycled materials, and sharing of any other revenues generated by the
facility; and
WHEREAS, the County would benefit because a MRF provides an opportunity to not
only reclaim and mine material currently in the SHSL, but provide an opportunity to harvest and
utilize methane gas trapped in our landfill, which would allow the County to generate revenue, as
is currently being developed in the County of Maui; and
WHEREAS, in addition to the County implementing positive recycling programs, a
MRF, as utilized by many municipalities throughout the United States, would firmly establish
the County on "The Path to Zero Waste "; now, therefore,

BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the
Council urges the Mayor to immediately issue a Request for Proposals for a private, for - profit
entity to convert the Sort Station to a MRF and to operate the MRF, and recommends that said
Request for Proposals be advertised no later than February 29, 2012.
BE IT FURTHER RESOLVED that the Request for Proposals include, but not be
limited to, terms and conditions requiring a private, for - profit, entity to lease County buildings
and land, requiring payment of royalties for recycled materials, and sharing of any other
revenues generated by the facility.
BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this
resolution to the Office of the Mayor, the Finance Department, and the Department of
Environmental Management.
