Re: Resolution for Multi -year Recycle Hauling Contract

Enclosed is a resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal
year contract for island -wide transportation of recyclable materials from County recycle and
transfer stations.
The current contract for these services expires on December 31, 2011. The Department of
Environmental Management (DEM) is preparing an Invitation for Bid (IFB) for the transportation of
recyclable material from County recycle and transfer stations island -wide, which will allow the
current 2 -Bin Recycling Program to continue. Since the majority of single - family residences
dispose of their waste at recycle and transfer stations, it is essential to maximize recovery of
resources by providing convenient, easy to use, and well- maintained recycling drop -off centers at
all recycle and transfer stations. The Department of Environmental Management indicates that the
recommended contract is for an initial three -year term, with two twelve month options for
extension.
This resolution is a revised version of Resolution 80 -11, which was filed by the County Council on
November 2, 2011, and takes into consideration the comments and recommendations offered by
Council members.
In order to expedite a new procurement for these services, the Department of Environmental
Management requests that this resolution be waived from the Finance Committee and be placed
on the December 21, 2011 Council agenda.

A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal year contract for island -
wide hauling of recyclables from county recycle and transfer stations. These services support the 2 -Bin
Recycling Program; providing one (1) recycle bin for mixed materials like paper, plastic (non -HI5), metals
and one (1) recycle bin for glass (non -H15) only.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current contract for these services expires 12/31/2011, pending execution of a supplemental contract
extending it through June 30, 2012 or until a new contract is awarded, whichever comes first. The
Department of Environmental Management is preparing an Invitation for Bid (IFB) for hauling of recyclables
from county recycle and transfer stations, island wide, which will provide for continuation of the current 2 -Bin
Recycling Program. Since the majority of single family residences dispose of their waste at recycle and
transfer stations, it is essential to maximize recovery of resources by providing convenient, easy to use and
well- maintained recycling drop -off centers at all the recycle and transfer stations. The contract is
recommended for an initial three (3) year term, with two (2) twelve (12) month options for extension. It is
anticipated that interested bidders will have substantial start-up costs, primarily with equipment purchases.
These costs are estimated at $1,000,000.00.
This resolution is a revised version of Resolution 80 -11 which was filed by the County Council on November
2, 2011. This new resolution takes into consideration the comments and recommendations offered by
Council Members. In order to expedite a new procurement for these services, and as this subject has
already been before the Council under Resolution 80 -11, we respectfully request that this resolution be
waived from the Finance Committee and placed on the next Council agenda.

RE: Resolution No. 202 -11 : Resolution Authorizing the Payment of Funds of a
Later Fiscal Year and of More Than One Fiscal Year for a Multi -Year Contract
for Services of Hauling of Recyclable Materials at Island -Wide Solid Waste
Recycle and Transfer Stations
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai` i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
