Sako <br />Deputy Director <br />c-� <br />V 1 <br />Enclosed is a bill for an ordinance amending several sections of Chapter 21, Article 5, of <br />the Hawaii County Code 1983 (2005 Edition, as amended), relating to the Sewer <br />Connection Loan Program. The program has not been utilized since its establishment. In <br />preparing for its possible use for property owners connecting to a new sewer system in <br />Honoka`a, it became apparent that certain sections required some modification to improve <br />the program and meet certain grant requirements. <br />The purpose of this ordinance is to amend certain sections within the chapter to: insure <br />competitive loan rates; provide applicants with adequate time to complete applications; <br />eliminate the option of the County hiring contractors to work on private hook -ups on <br />private property; remove an unnecessary loan option; manage taxpayer funds responsibly <br />by providing some loan guarantee parameters; meet the requirements of the state grant <br />to assist certain property owners; make it more consistent with other programs in the <br />County Code; and make other incidental improvements. <br />Council Chair Yagong has introduced Bill 146 that also is related to the Sewer Connection <br />Loan program; and at the December 6th Finance Committee Meeting, his bill was <br />recommended for passage on 1st reading and will be heard at the next Council meeting <br />scheduled for December 21, 2011.
