Your Committee on Finance, to which was referred Bill 148, reports as follows:
Bill 148, transmitted by Director of Finance Nancy Crawford via Communication No. 474, dated
November 22, 2011, amends Ordinance No. 11 -60, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2011 to June 30, 2012, by adding the following
project:
PUBLIC WORKS:
Parking Assessment Islandwide
(110.399.5399.78)
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund —
Fund Balance and/or other Sources

This proposed Bill adds the Parking Assessment Island -wide project for $500,000 to the Capital
Budget. The Department of Public Works indicates a need to address parking problems at
various locations in Hawai`i County including schools, parks and beach access points, and to
conduct studies for solutions to these problems. A reduction in traffic congestion and accidents
are expected with improvements in parking.
Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for this fiscal year by a two - thirds vote.
There was no discussion on this measure.

recommends its passage on first reading.
