Your Committee on Finance, to which was referred Bill 149, reports as follows:
Bill 149, transmitted by Director of Finance Nancy Crawford via Communication No. 475, dated
November 22, 2011, amends Ordinance No. 11-60, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2011 to June 30, 2012,by adding the following
projects:
PUBLIC WORKS:
DPR Addition to and Development of New Park at Ali`i Drive
(110.599.5596.35) $500,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund—
Fund Balance and/or other Sources $500,000
This proposed bill adds the DPR Addition to and Development of New Park Site at Ali`i Drive
project for $500,000 to the Capital Budget. In furtherance of County of Hawaii Resolution
No. 373-10, dated September 21, 2010, the Department of Parks and Recreation plans to acquire
TMK: (3)7-7-008:100 in order to develop it into a usable public park area, together with
TMK: (3)7-7-008:020 and 031. Funding will also allow development of both on and off-site
improvements such as a parking area for La'aloa and Magic Sands Beach parks.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for this fiscal year by a two-thirds vote.
Mr. Yagong resumed chairmanship of the Finance Committee.
Deputy Finance Director Deanna Sako clarified for Your Committee that this project is
independent from Bill 148, which addresses parking problems at various locations on the island.
Your Committee acknowledged Property Manager Ken Van Bergen and his work on this project.

Your Committee on Finance is in accord with the purpose and intent of Bill 149, and
recommends its passage on first reading.
