Your Committee on Finance, to which was referred Resolution 192-11, reports as follows:
Resolution 192-11, transmitted jointly with Bill No. 151 by Finance Director Nancy Crawford
via Communication No. 478, dated November 22, 2011, authorizes the Mayor to enter into an
agreement with the State of Hawai`i Department of Health for this grant.
The State of Hawai`i Department of Health, Family Health Services Division, is providing
Federally-derived funds of$200,000 to support the Prosecuting Attorney's office
implementation of the evidence-based Teen Outreach Program in Hawai`i County. The goal
of this program is to develop the positive potential of teens, with the intended results of less
risk-taking behaviors, such as violence, school failure, and teen pregnancy.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Business Manager Nancy Kelly and Special Projects Coordinator Lisa Faulkner-Inouye, from the
Office of the Prosecuting Attorney, appeared before Your Committee. Ms. Faulkner-Inouye
briefly explained the project. Implementing the curriculum will include community
involvement with 20 teen clubs: ten in East Hawai`i and ten in West Hawai`i. There are 25
participants in each teen club. The department will administer this project.
Ms. Kelly further clarified the variances for the total funding of the four-year program. She
explained the estimated $200,000 will be made available following the contract execution,
followed by a second year of funding of$150,000, and a third and fourth year of$115,000.

Your Committee on Finance is in accord with the purpose and intent of Resolution 192-11, and
recommends its adoption.
