Your Committee on Finance, to which was referred Bill 151, reports as follows:
Bill 151, transmitted jointly with Resolution 192-11,by Finance Director Nancy Crawford via
Communication No. 478, dated November 22, 2011, amends Ordinance No. 11-59, as amended,
the Operating Budget for the County of HawaiEi for the fiscal year ending June 30, 2012. The
amendment is as follows:

Teen Outreach Program(HITOP) General $ 200,000

010.271.5271.92 Hawaii Teen Outreach Program
(HITOP) General $ 200,000
The bill amends the Operating Budget by appropriating $200,000 Hawaii Teen Outreach
Program (HITOP) Grant Award.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent
of the Council to enter into agreements with the Federal or State governments respecting action
to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or
other assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Bill 151, and
recommends its passage on first reading.
