Your Committee on Environmental Management, to which was referred Comm. No. 498,
reports as follows:
Communication No. 498, from Mayor William P. Kenoi, dated November 30, 2011, requests
confirmation of the appointment of Russell Ruderman to the County of Hawai`i Environmental
Management Commission.
Ms. Charmaine Shigemura, Executive Assistant to the Mayor, related that Mr. Ruderman is a 26
year resident of Hawai`i who lives in Council District 5 and is the owner of Island Naturals
Markets located in Hilo, Pahoa, Kailua-Kona, and Kealakekua. She further stated that he is also
a former member of the Solid Waste Advisory Committee, the Puna Community Council, the
Waawaaa Community Association, and the Big Island Rainforest Action Group. She added that
he acknowledges being a Democrat, and will be serving a term to expire on December 31, 2015,
replacing Michelle Zalenski who resigned.
Mr. Hoffmann stated that Mr. Ruderman is ideally suited and highly qualified for this
commission, and thanked the Mayor's office for submitting an experienced nominee. Mr. Blas
expressed gratitude for the nominee's volunteer efforts in his district. Mr. Yoshimoto also
expressed appreciation for Mr. Ruderman's gracious assistance to him and his son without
knowing him personally or realizing that he was a Council Member but just any member of the
public. Ms. Ford, Mr. Ikeda, and Chairperson Smart all voiced similar statements of support.
Mr. Ruderman is not required to be present at the final confirmation before the full Council.

Your Committee on Environmental Management is in accord with the purpose and intent of
Communication 498 and recommends confirmation of the appointment of Mr. Russell Ruderman
to the County of Hawai`i Environmental Management Commission.
