No. 501/Bill 157 PLACE: Council Chambers Hilo, Hawai`i TIME: 9:02 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill 157, reports as follows: Bill 157, transmitted by Director of Finance Nancy Crawford via Communication No. 501, dated December 7, 2011, amends Ordinance No. 11-60, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2011 to June 30, 2012, by adding the following projects: PUBLIC WORKS: Bridge Inspection & Appraisal - Federal (110.399.5399.79) $80,000 Bridge Inspection & Appraisal - County of Hawai`i (110.399.5399.80) $20,000 Funds for this appropriation increase shall be provided from: Federal Grants Receivable $80,000 General Obligation Bonds, Capital Projects Fund— Fund Balance and/or other Sources $20,000 This proposed bill adds the project titled "Bridge Inspection & Appraisal', and appropriates $100,000 to the Capital Budget, of which $80,000 is provided by Federal funding and $20,000 by the County. The Federal Highway Administration (FHWA) and State Department of Transportation (DOT) mandates that the County inspect and submit a written report for each bridge at least once every two years, highlighting the deficiencies and deterioration of bridge elements requiring repairs or replacement since the last report. Director Warren Lee, Deputy Director Brandon Gonsalves, and Civil Engineer Robert Yanabu, from the Department of Public Works, appeared before Your Committee. Mr. Lee provided a brief overview on mandate regarding the maintenance of the 128 bridges owned by the County of Hawai`i. Mr. Yanabu stated that 40 out of the 128 bridges around the Island of Hawaii are wooden bridges, and also said that most the wooden bridges are located on the Hamakua Coast. Mr. Yanabu mentioned that the life expectance of the wooden bridges last between 10 to 15 years due to volume usage and weather conditions.
